Fuel pump replacement on a civilian 2004 Ford Crown Victoria 4.6L V8 starts with diagnosing long cranking, stalling, loss of power or an inaccurate fuel gauge. P0171 and P0174 indicate lean operation on Banks 1 and 2, but neither code proves that the pump has failed. This guide covers the gasoline, VIN W, rear-wheel-drive sedan with the matching civilian pump/sender configuration. The factory replacement method removes the fuel tank.
Advanced: safe vehicle support, gasoline recovery and complete tank removal
Allow 4–6 hours after diagnosis; estimate with sound tank and filler connections
Approximately $160–$320 for the assembly, required seals/hardware and routine materials; estimate, before tools
Work with a cool vehicle, ventilation, splash goggles, fuel-resistant gloves and no flames or sparking equipment. Relieve fuel pressure, disconnect battery negative and drain the tank with the specified recovery arrangement. Turn off optional air suspension before raising the vehicle. Use secure vehicle supports and a separate restrained tank cradle. Stop if the tank, mounting structure, fuel fittings or supports cannot be handled safely.
Featured fuel-pump and sending assembly
A-Premium FP0156 — ASIN B07B7961D1 is the selected single 12-volt electric fuel-pump and sending-unit assembly. It includes the pump, inlet strainer, level sender and float, plus an attached external wiring loom. The selected photographs show two loose line clips. The separate fuel-tank pressure sensor is not included; retain the vehicle’s correct existing sensor when it is serviceable.
Confirm the new seal and fastening parts before starting. The listing’s kit wording and photographs do not consistently establish the supplied gasket and loose-fastener quantities. Compare any delivered gasket or screws with the correct vehicle parts. The replacement procedure requires a correct new pump gasket, new tank mounting studs and nuts, and a new vapor-canister tube clamp. Obtain these separately when needed; a pictured seal does not establish that every required part is in the box.

The FP0156 catalog and selected offer include reference 4W1Z9H307AA and the E2336S replacement family. Ford’s 2004 pump and tank parts catalog identifies 4W1Z-9H307-AA for the configuration without CNG or police equipment. Match the original reference, tank, flange, pipes, connectors and float geometry. The detailed example here is a civilian gasoline car.
Vehicle compatibility and repair scope
| Make and model | Selected offer years | Engine and fuel | Configuration check |
|---|---|---|---|
| Ford Crown Victoria | 2003–2004 | 4.6L V8 gasoline | Detailed repair: 2004 civilian VIN W sedan with the matching 4W1Z-9H307-AA configuration. |

| Mercury Marauder | 2003–2004 | 4.6L V8 gasoline | Use the Marauder-specific procedure and original pump reference; do not transfer the Crown Victoria engine-service details. |
The table follows the selected offer’s 2003–2004 applications and retains the manufacturer’s Town Car production cutoff. The manufacturer also lists later vehicles under FP0156; confirm those separately against the exact offer and original equipment before ordering. This gasoline repair does not cover a CNG system. Police applications and modified limousine tanks or wiring require their own verified configuration.
Diagnose the problem before replacing the pump
Record codes, freeze-frame data and fuel-trim information before disconnecting the battery or clearing memory. Ford’s lean-code service bulletin for the 2000–2004 Crown Victoria identifies vacuum leaks as an alternative cause of P0171/P0174 and explains why preserving the original data matters. Replacing the pump will not repair an air leak or an unrelated circuit fault.
| Symptom or finding | Checks to make | What the finding does not prove |
|---|---|---|
| Long cranking, stalling or low power | Actual fuel level, fuel pressure under the proper test conditions, filter/feed restrictions and electrical supply | Pump sound alone does not establish adequate delivery. |
| P0171/P0174 or excessive positive fuel correction | Intake/vacuum leaks, air metering and fuel delivery | Lean codes do not identify a failed pump. |
| Incorrect fuel-gauge reading | Sender circuit, connectors and free float movement | A new sender will not repair an unrelated wiring or gauge fault. |
| No pump operation after an impact | Fuel leakage and the inertia shutoff circuit before any reset | Do not bypass the shutoff switch or energize a leaking system. |
The inertia fuel-pump shutoff switch is behind the left rear lamp and trunk liner. Inspect the fuel system for leaks before considering the owner-manual reset procedure. Ford’s shutoff-switch location and precautions.
This gasoline engine uses an electronic returnless fuel system: the fuel-pump driver module varies pump speed, while the separate fuel-rail pressure sensor supplies feedback. The tank-pressure transducer serves a different purpose and is not the rail sensor. Factory system and pressure chart.
For the factory key-ON, engine-OFF check, the Crown Victoria 4.6L chart lists 240–485 kPa (35–70 psi) for both the mechanical gauge and FRP scan data. Relieve pressure first, then connect a matched fuel-pressure gauge using the documented 310-100 spring-lock adapter where required. Clean and inspect the coupling, lubricate its O-rings with clean engine oil and secure the assembly before reinstalling the pump relay and reconnecting the battery. Cycle the key several times, allowing the pump to charge the closed system, check for leaks and compare the reading with the KOEO range. Ford HC3 pressure test; adapter arrangement; spring-lock handling.
A low result requires diagnosis of fuel supply/filter restrictions, wiring, ground and pump control before condemning the module. The running-engine FRP reading can differ from a mechanical gauge; do not treat the KOEO table as an idle target. After testing, switch OFF, isolate battery negative and relieve pressure through the gauge’s controlled bleed into approved recovery equipment. Restore the original coupling and safety clip, reconnect the battery with the fuel system sealed, and repeat the leak check. Never open a pressurized fuel line merely to install an inline tester. Pressure-test precautions and follow-up checks.

Tools, parts and supplies
Arrange fuel recovery, suitable vehicle support, a separate restrained tank support and the required replacement hardware before beginning. Check actual fastener heads and connector sizes. The table distinguishes the required replacement work from optional diagnostic equipment; price condition-dependent parts after inspecting the vehicle.

DIY versus professional cost
These are US-dollar planning estimates, not live prices or a shop quote. They assume the original tank, straps and fuel pipes remain serviceable. Tax, shipping, extensive corrosion, contaminated fuel and separate diagnosis can increase the total.
| Expense | DIY estimate | Professional estimate |
|---|---|---|
| Pump/sender assembly | $60–$110 | $150–$300, depending on supplied brand |
| Required seal, new mounting hardware, clamp and routine materials | $100–$210 | $100–$210 |
| Labor | Approximately 4–6 hours of your time | Illustrative 2.5–4 hours at $120–$180/hour: $300–$720 |
| Listed retail equipment and cleanup packs, if purchased | $1,210–$1,750; excludes oil already counted above and separately quoted specialty equipment | Normally part of shop equipment and labor charges |
| Separate tank jack, guided recovery and complete pressure tester | Obtain purchase or rental quotes for the matched equipment you need | Confirm these operations are included in the labor quote |
| Example total | $160–$320 before tools or rental | $550–$1,230 before separate diagnosis and additional repairs |
| Illustration with all listed retail choices purchased | Approximately $1,370–$2,070, plus separately quoted specialty equipment | Use the shop total above |
The retail-equipment estimate includes two pairs of stands, the conditional cradle adapter, optional meter/code reader, one extra five-gallon can and whole cleanup packs. Buy only what your chosen setup needs. Ask whether a shop quote includes the new tank studs and nuts, the correct pump gasket, filler-pipe inspection, fuel recovery and a final leak check. Replacing damaged straps, a filler grommet, a tank or rusted fuel lines is additional work.
2004 civilian Crown Victoria replacement procedure
1. Prepare the car and release pressure
Park on firm, level ground, apply the parking brake and chock grounded wheels. Use a cool, ventilated work area with fuel-recovery equipment and a restrained tank cradle ready. Turn optional air suspension OFF at the left side of the trunk until the car is back on the ground.
With ignition OFF, remove fuel-pump relay 203 from the engine-compartment power-distribution box. Start and idle until the engine stalls, crank for approximately five seconds, then switch OFF. If the engine cannot run, have residual pressure relieved and verified through the correct controlled-bleed connection; a no-start does not establish zero pressure. Disconnect and isolate battery negative before draining or opening connections. Pressure release; relay identification.
2. Drain through the filler neck
Remove the cap slowly, allowing any hiss to stop. Use the 310-F013 guide and drain hose with a 164-R3202 fuel-storage tanker or suitable equivalent. Insert the guide in the filler neck; feed the chamfered hose through it until its stop contacts the guide. If it does not seat, withdraw and reposition it; do not force the check valve. Recover the fuel using the equipment’s operating and grounding instructions, then remove the hose and guide. Factory draining method.
3. Raise the car and withdraw the filler pipe
Remove the three filler-opening screws without damaging the cap-retainer ring. Loosen the left rear wheel nuts before lifting. Use suitable equipment and secure supports at the factory points: front frame pads behind the front wheels and rear frame points ahead of the rear wheels. Keep pads clear of pipes and wiring. Do not lift under the differential housing, control arms or crossmember. Allow room for the tank and cradle, then remove the left rear wheel. Lift-point diagrams.
Remove the four inner-pocket retaining bolts, disconnect the vapor-recirculation coupling and remove the filler bracket’s blunt dogpoint screw. Push the pipe farther into the tank for clearance, rotate counterclockwise half a turn and withdraw it without harming the grommet or check valve. Support and restrain the tank before any strap loosening needed for clearance. Filler procedure; updated pocket-fastener step.
4. Disconnect and lower the tank
Unplug the pump above the No. 4 crossmember. Remove the fuel fitting’s safety clip, insert the correctly sized disconnect tool and separate the joint; catch residual fuel and protect the openings. Disconnect the vapor tube at the right-side tee and the canister tube. Squeeze the vapor fitting’s release without pulling on the tubing.
Secure the tank on its rated cradle. Remove and discard the strap nuts, swing the straps aside and lower carefully, checking for attached connections. Discard the old mounting studs. Tank removal; fuel coupling; vapor coupling.
5. Replace the pump and sender
Unplug the separate pressure transducer at the tank’s upper rear corner; retain that sensor with the serviceable tank. Clean around the pump flange, remove its six bolts and lift out the assembly, protecting the float and strainer. Discard the gasket. Before installation, compare the replacement flange, pipes, connector routing and float travel with the original.
Clean the sealing faces, fit a correct new gasket and install the module without trapping the seal or bending the float. Tighten the six flange bolts in a star pattern to 10 N·m (89 lb-in). Reconnect the tank-pressure transducer and secure the matching harness routing. Module installation.
6. Secure the tank and restore connections
Raise the tank without trapping pipes or wiring. Fit the straps with new mounting studs and new nuts; tighten to 35 N·m (26 lb-ft). Break off the projecting shanks at their intended reduced sections immediately below the tightened nuts. Use the specified break-off hardware; do not heat or grind near the fuel system.
Reconnect the canister vapor tube with a new clamp, then the right-side tee. Inspect and clean the fuel fitting, lubricate its tube end with clean engine oil, push together until it clicks, tug-check it and reinstall the safety clip. Snap and tug-check the vapor couplings. Reconnect the pump plug above the crossmember. Tank installation; coupling assembly.
7. Refit the filler pipe and wheel
Inspect the filler grommet, pipe and check valve; replace damaged sealing parts. Lubricate the pipe end with the specified petroleum jelly, insert it and rotate clockwise half a turn. Refit the blunt dogpoint screw at 5 N·m (44 lb-in), reinstall the four inner-pocket bolts, check that the pocket assembly is secure and reconnect the vapor-recirculation tube. The three cap-retainer screws also tighten to 5 N·m (44 lb-in); place the cap tether at four o’clock. Filler installation.
Clean the wheel/hub mating faces and rust-free threads. Refit the wheel and any factory lug-nut-retained wheel cover before installing and snugging the nuts evenly. Unload and remove supports using the approved lift points, then lower the car fully. Finish tightening the five nuts in a crossing pattern to 115–142 N·m (85–105 lb-ft). Recheck torque after 500 miles/800 km. Wheel installation, pages 161–162.
8. Prime, check for leaks and relearn idle
With all openings sealed, refill with clean gasoline and secure the cap. Remove recovery equipment and spilled fuel. Reinstall the relay, reconnect the battery and restore optional air suspension with the car grounded. Turn ignition ON and wait three seconds; repeat key cycles as needed. Check disturbed fuel joints, the flange and filler seal before starting. Start only when dry, then check again. Stop for wetness, dripping or fuel odor. Repressurizing and leak checks.
After battery disconnection, warm the engine in Park with the parking brake set and accessories off. Idle at least one minute, then switch A/C on and idle at least another minute. With the foot brake firmly applied, release the parking brake, select Drive and idle with A/C on for at least one minute. Complete the relearn with approximately 10 miles or more of driving after verifying the repair. Confirm normal starting, gauge operation and the original complaint. Battery relearn, page 192.
Common mistakes to avoid
- Ordering from the model name alone without checking the civilian/police distinction, original reference or Town Car build cutoff.
- Condemning the pump from lean codes or pump noise alone.
- Starting tank work without draining equipment, secure supports or the new mounting hardware.
- Damaging the filler-pipe check valve, grommet or cap-retainer ring, or substituting a pointed screw for the required blunt dogpoint screw.
- Bending the float arm, pinching the new gasket or tightening the pump bolts unevenly.
- Forgetting a vapor connection, safety clip, tank-pressure-sensor plug or the fuel-pump relay during reassembly.
Frequently asked questions
Does this procedure remove the fuel tank?
Yes. The documented 2004 method removes the tank and filler pipe, using controlled fuel recovery and a secured tank support. Use the specified route; the article does not establish an access opening through the body.
Does FP0156 include the tank-pressure sensor?
The selected manufacturer specifications say no. The separate original sensor stays with the serviceable tank; its connector must be restored during reassembly.
Can I reuse the old tank mounting studs and nuts?
The factory tank procedure requires new mounting studs and nuts and removal of the stud shanks after tightening. Have the correct hardware ready before disassembly.
Will this fix P0171 and P0174?
Only if inadequate fuel delivery from this assembly was the diagnosed cause. Vacuum leaks, air-metering problems and other fuel-system faults can leave the symptoms unchanged.
Can I use these steps for a Town Car or Marauder?
Use the compatibility table to assess the selected part, then obtain the exact model, engine and build-date procedure. The detailed mechanical steps here are for the civilian 2004 Crown Victoria gasoline example.
